North Shore Superintendent Presents Initial 2016-17 Budget Proposal 
Proposition 1 & 2 on Ballot
BOE Agrees To Stay Within Allowable Tax Levy Limit
At the North Shore Schools Board of Education Town meeting on January 14, 2016, Superintendent Dr. Edward Melnick presented the Initial 2016-17 budget proposal for the North Shore School District.
Proposition 1: School Budget Proposal 
The 2016-17 budget proposal is $99,494,105.15, representing a budget-to-budget increase of 1.96%. The projected tax levy (the amount that is collected in local property taxes) is estimated at $84,498,092. Revenues including the LIPA payments in lieu of taxes (PILOT) are estimated at $14,996,013. The 2016-17 budget proposal maintains all current instructional, extra-curricular, and interscholastic programs.
Proposition 2: Capital Reserve Proposal 
Also on the ballot on Tuesday, May 17th, is Proposition 2. The district is asking for permission to establish a Capital Reserve Fund for a period of 10 years that will be funded up to a maximum of $8.5 million. If approved, the reserve will include the following building projects:
  • Glen Head School: Replacement of 1955 boilers and 1950 septic tanks; renovation to the nurse’s office; air conditioning in the library and cafeteria.
  • Glenwood Landing School: Replacement of 1950 septic tanks, exterior doors, and tiles; air conditioning in the library and auditorium.
  • Sea Cliff School: Replace windows on the second floor, exhaust fans in the halls and stairways; new flooring in the 1st and 2nd floor classrooms on the east side of the building; walk-in refrigerator and freezer; air conditioning in the cafeteria.
  • Middle School: Renovate boys and girls locker room; air conditioning in the cafeteria.
  • High School: Exterior cafeteria ceiling/LED lighting; replace sidewalks in the rear of the buildings and around the courtyard; air conditioning in the gymnasium.
  • Central Office: Re-pipe existing hot water heating system; excavate and waterproof entire perimeter of the building and foundation; install new generator to power building; level floors.
Why a Capital Reserve Fund? Instead of incorporating the costs for these capital projects into future budgets which likely increases property taxes, a Capital Reserve Fund enables the completion of these projects without increasing the annual budget.

Trustees will adopt the 2016-17 school budget on Thursday, March 31 (not as indicated on the calendar asApril 14).
